Napa’s Next Phase: Anaerobic Digestion Joins a Mature Composting System

The City of Napa is adding a high-solids anaerobic digester to its existing composting facility, creating one of the more technically integrated organics management systems in the United States. At the center of the project is Zero Waste Energy’s SMARTFERM plug flow technology, designed to process high-solids organic waste streams and convert them into renewable natural gas (RNG) for use in Napa’s collection fleet. The facility is operated by Napa Recycling, and owned by the City of Napa.

CPUC Conditionally Approves RNG Procurement Contract from Anaergia’s SoCal Biomethane Facility

This positions Anaergia at the forefront of California’s decarbonization strategy and effort to scale renewable natural gas produced from organic waste. California SB 1383 targeted a dramatic reduction in organic waste, and SB 1440 now establishes a requirement on California’s Investor-Owned Utilities (IOU) to procure RNG derived from landfill-diverted organic waste at a scale equivalent to approximately 55 facilities the size of SoCal Biomethane by 2035.

New Mexico Clean Transportation Fuel Program: New Market Opportunity for Biofuels

On Jan. 22, the New Mexico Environmental Improvement Board unanimously approved a slightly revised version of the Clean Transportation Fuel Program regulations proposed by the New Mexico Environment Department. The newly approved program mandates the fastest carbon intensity reduction in the U.S.: 20% by 2030, starting in April. New Mexico is the first state outside of the Pacific Coast Collaborative to adopt a clean fuels program, and the first major oil- and gas-producing state to adopt a program.

What Final 2026–2027 RFS Volumes Mean for RNG Renewable Diesel, SAF, and Ethanol Producers

On March 26, the Environmental Protection Agency (EPA) released its final rule establishing renewable volume obligations (RVOs) under the renewable fuel standard (RFS) for 2026 and 2027, finalizing higher volumes than proposed in June 2025 despite rising consumer fuel prices stemming from the Iran war. The RFS program creates a critical source of demand for clean fuel producers by requiring refiners to either blend physical volumes of biofuel or purchase associated credits, called renewable identification numbers (RINs), based on a percentage of their gasoline and diesel throughput.
