County approves contract extension for landfill energy project

By Ted Shorack, The Bulletin.

Deschutes County commissioners are sticking with a proposed methane gas energy project at the Knott Landfill despite financial delays and missed deadlines.

The board approved an amended contract and extension with Waste to Energy Group on Monday, which was when the California company was supposed to begin operations under the original contract signed in January 2014.

“I think everybody assumed that financing for the project was going to happen relatively soon after we signed the contract,” said Deschutes County Solid Waste Director Timm Schimke. “That has not been the case. They have struggled to find financing over the course of these 18 months.”

The newly approved contract requires the company to reach benchmarks indicating its progress in the coming years. The company will be required to become operational by March 2018.

Sanitary District to spend $2 million to install cleaner-burning biogas engines

By Richard Halstead, Marin Independent Journal.

The Las Gallinas Valley Sanitary District will install a new $2.2 million energy system by the end of the year that will convert biogas into electricity and compressed natural gas to operate district vehicles.

The district has begun inviting bids on the project, which it hopes to complete before the end of the year. It won’t have to foot the entire cost. It has received a $1 million grant from the California Energy Commission to aid in the project.

“The grant was provided through a state program that awards up to $24 million annually to projects that identify and address emerging natural gas‐related trends important to California’s energy future,” said Michael Ward, an Energy Commission spokesman.

SCRA Completes Energy Project at BMW’s Spartanburg Facility

By Business Wire.

SCRA today announced the successful completion of the Landfill Gas- to-Hydrogen project, which was conducted at the BMW Manufacturing Company's Spartanburg facility.

The U.S. Department of Energy (DOE)-supported project explored the economic and technical feasibility of converting landfill gas into hydrogen of sufficient purity to power fuel cell vehicles, including material handling equipment. BMW’s facility currently operates a fleet of more than 350 pieces of material handling equipment across the 5.6 million square foot production facility, all powered by hydrogen fuel cells.

California Has a Plan to End the Auto Industry as We Know It

By John Lippert, Bloomberg Business.

Sergio Marchionne had a funny thing to say about the $32,500 battery-powered Fiat 500e that his company markets in California as “eco-chic.” “I hope you don’t buy it,” he told his audience at a think tank in Washington in May 2014. He said he loses $14,000 on every 500e he sells and only produces the cars because state rules require it. Marchionne, who took over the bailed-out Chrysler in 2009 to form Fiat Chrysler Automobiles, warned that if all he could sell were electric vehicles, he would be right back looking for another government rescue.

Reproducible research for biofuels and biogas

By Gigascience, Biomass Magazine.

New research in the open access journal GigaScience presents a virtual package of data for biogas production, made reusable in a containerized form to allow scientists to better understand the production of biofuels.

One of the promising areas in biofuels development is biogas, which has huge potential as a renewable and clean source of energy. Biogas is the production of methane gas through the anaerobic digestion (fermentation) of organic matter such as agricultural or food waste.

ESI to Develop New Clean Energy Project at Big Run Landfill

By Digital Journal.

Plans are now underway to develop a new, state-of-the-art clean energy facility at Big Run Landfill that will convert gas produced at the landfill into renewable natural gas, EnviroSolutions (ESI), owner of Big Run, announced today.

Enerdyne Power Systems, a company that specializes in utilizing landfill gas (LFG) as a renewable fuel source, will work with ESI to construct the multi-million dollar facility that, at the landfill's current gas collection rate, will produce enough natural gas to heat approximately 10,000 homes and save the annual equivalent CO2 emissions of 47 million gallons of gasoline.

D3 Cellulosic RIN premiums surge

By Zander Capozzola, Argus Media.

The premium for 2015 D3 cellulosic RINs to D5 advanced RINs surged to 40¢/RIN today, rising 20pc in the past two weeks despite two consecutive months of record-breaking production.

The D3/D5 spread was last seen at 33.25¢/RIN on 15 July when the market for D3 credits surfaced at either side of 106.5¢/RIN. Over that period the D5 RIN price has declined 8.75¢, or 12pc, while the D3 price fell less than 2pc, adding 6.75¢ to the D3/D5 spread.

The D5 price sets the theoretical floor for the D3 price, while the D5 price plus the 64¢ cellulosic waiver credit (CWC) sets the theoretical ceiling for a D3 credit since in the absence of a cellulosic RIN an obligated party must retire a D5 credit and purchase as CWC from the EPA. At today's prices this would equate to a floor of 64.5¢ and a ceiling of 129.5¢/RIN.

The market for 2015 vintage D3 RINs was bid at 99¢ against offers at 110¢/RIN for QAP-certified credits today, leaving the market just 24¢ shy of the theoretical ceiling price.

In June, generation of D3 cellulosic biofuel RINs reached an all-time high at over 12.4mn RINs, surging 33pc past the previous month's production of 9.3mn RINs, the previous record high. If this rate of production can be sustained through the remainder of the year, the industry will produce around 123.8mn RINs, surpassing the current proposed blend mandate of 106mn USG by nearly 17pc.

Fresh demand at the start of the quarter could be adding value as many large obligated parties pursue their quarterly compliance strategies, allowing D3 RINs to retain value relative to a weaker D5 RIN market even amid record-high production.

MassCEC awards $1.1 million to biogas projects

By Massachusetts Clean Energy Center.

Massachusetts Clean Energy Center (MassCEC) CEO Alicia Barton recently announced $1.1 million in funding for three projects across Massachusetts that will convert organic materials into energy.

“Supporting the adoption of clean energy projects across the state means we’re helping organizations and businesses cut energy costs and protect our environment by generating local sources of energy,” said Energy and Environmental Affairs Secretary Matthew Beaton. “We hope these projects inspire other organizations to make the switch to clean energy.”
