Public-Private Partnerships Enable Project Success

By Amanda Bilek, Biomass Magazine.

Public-private partnerships that conduct essential research, commercialize technology, and institutionalize new operating practices are vital to several economic sectors, including energy. There are numerous examples of early and ongoing public investment—matched with private investment—that have led to significant changes in the energy sector. Biobased projects, including biogas, need public-private partnerships to bring the potential resource to scale.
Public-private partnerships for biogas project deployment are at a critical juncture. The U.S. biogas industry is going through a period of tremendous growth, but growth is uneven from state to state. State and local efforts to implement public-private partnerships could increase biogas project deployment where growth appears to be stagnant.

Although several biogas projects are finding ways into the market, many proposed projects still struggle with access to capital and project financing.

Advanced Biofuels Association's McAdams defends RFS legislative reform push

By E&E Publishing.

Last month, the Advanced Biofuels Association deviated from other biofuels groups when it released a set of recommendations for legislative reforms of the cellulosic biofuel provisions of the renewable fuel standard (RFS).

How much support exists in Congress and among stakeholders for a legislative fix to the RFS? During today's OnPoint, Michael McAdams, president of the Advanced Biofuels Association, discusses the group's motivations for pushing congressional reform and talks about the current environment for near-term action by U.S. EPA and Congress on the RFS.

Arkema connects landfill gas project with bioplastic pipe

By Arkema.

Arkema Inc., Georg Fischer Central Plastics LLC, and BioResource Development LLC have partnered in a unique project to successfully install a polyamide 11 (PA11) piping system to connect landfill gas to the local gas distribution system near Omaha, Nebraska. The project demonstrates the advances made in thermoplastic piping systems and the cost savings operatorscan realize from choosing high pressure, PA11 plastic piping. The value in Rilsan PA11 is embedded in the reduced installation cost and minimal maintenance cost compared to steel.  Arkema and BRD estimate a CAPEX savings of $95,000 per mile, and significant additional savings from the minimum maintenance when compared to epoxy coated steel pipe.  From historical data on previous installations, Arkema estimates maintenance savings of $6,300 per mile each year when choosing PA11 over steel.

Ontario plans cap-and-trade on greenhouse gas emissions

By Adrian Morrow, Jane Taber, Sean Silcoff, The Globe and Mail.

Ontario Premier Kathleen Wynne is preparing to bring in a cap-and-trade system for greenhouse gas emissions, an ambitious move that could amount to the nation’s single largest salvo in the battle against global warming.

The new system would be linked with Quebec and California’s current cap-and-trade program, government and industry sources said, creating a carbon market of 61 million people and covering more than 60 per cent of Canada’s population.

Ontario Environment Minister Glen Murray is expected to present the plan to cabinet for approval within the next 10 days. It is believed to have widespread support among ministers already, one source said. The broad outlines of the system will be announced some time this spring – possibly around an interprovincial climate summit in Quebec City on April 13 – with full details worked out over the coming months.

Surrey turns to biogas to reduce waste, fuel its vehicles Read more: http://www.vancouversun.com/technology/Surrey+turns+biogas+reduce+waste+fuel+vehicles/10938981/story.html#ixzz3WJNPeSyT

By Derrick Penner, Vancouver Sun.

The City of Surrey has kicked off its experiment in turning organic waste into biogas fuel for its fleet of collection trucks, municipal vehicles and city operations with the hope it might serve as a blueprint for reducing the garbage.

Municipal officials recently broke ground on construction of a multi-million-dollar plant that will take the city’s organic waste — kitchen scraps, yard trimmings — and turn it into what’s referred to as grid-quality methane. Starting in 2017, that methane will be consumed within a cycle that includes fuelling the very trucks that collect the waste, as well as Surrey maintenance trucks and other city operations.

City looks to turn more solids into biogas at Columbia plant

By Jennifer Anderson, Portland Tribune.

More of Portland’s wastewater soon may be converted to compressed natural-gas vehicle fuel, which would reduce the use of diesel fuel and cut greenhouse gas emissions.

This comes as the Portland City Council approved a contract for final design of a $10.9 million facility at the Columbia Boulevard Wastewater Treatment Plant in North Portland.

The Bureau of Environmental Services is exploring available grants and financial incentives to reduce project costs.

Renewable fuel standard violations settled

By Agri-View.com.

WASHINGTON – The U.S. Environmental Protection Agency and the U.S. Department of Justice have settled with Utah-based Washakie Renewable Energy LLC. The settlement resolves allegations that the company generated more than 7.2 million invalid renewable fuel credits worth more than $2 million.

From January to October of 2010, Washakie generated more than 7.2 million Renewable Identification Numbers, or RINs, and reported to the EPA that it produced biodiesel associated with those RINs at its Plymouth, Utah, facility. During that time, however, Washakie did not produce any biodiesel at the Plymouth facility. The biodiesel associated with the 7.2 million RINs would have accounted for a reduction of emissions equivalent to more than 30,000 metric tons of carbon dioxide. Washakie has purchased and retired from the market an equivalent number of RINs, which achieved this reduction of emissions.
