Renewable Fuel Standard (RFS2)

The RFS2 is a significant federal policy driver. This working group took a lead role in advocating on behalf of the RNG industry that the US EPA approve Pathways II to allow biogas from landfills, wastewater treatment facilities and agricultural digesters to generate 100% cellulosic RINs. This working group has also provided US EPA with requested empirical data substantiating its request for an annual RVO (2014 still pending) that accurately reflects the total volume of biomethane registered for dedicated transportation fuel use. 

 

Tax Policy & Reform

The current tax code provides Coalition members with very limited tax credit options. Coalition members have only been able to utilize the REC Production Tax Credit (PTC) and CNG Fuels Credit. This working group has undertaken the responsibility to garner congressional and senatorial support for comprehensive, renewable energy tax reform that is technology neutral and rewards additional environmental metrics. 

 

Canadian RNG Roadmap

This working group is responsible for consulting and building support for a Canadian roadmap to development of High BTU landfill gas-to-energy projects and increased utilization of RNG. Currently, the working group is establishing and developing relationships with Canadian stakeholders, including but not limited to the gas utilities, biogas development community, as well as federal and provincial government leaders. 

 

Model Legislation

This working group meets initially prior to the beginning of a respective State's scheduled Legislative Session to consider whether or not the introduction of industry-backed legislation is necessary, should be supported, opposed or otherwise prioritized for industry surveillance. 

 

Low Carbon Fuel Standard (LCFS)

Low Carbon Fuel Standards generally requires an incremental reduction in transportation fuel carbon intensity over time to reach a certain goal. Fuel providers must meet reduction targets by selling more low-carbon fuels, reducing carbon intensity of fossil fuels, or purchasing credits from producers who supply low carbon fuels. California’s LCFS, for example, is currently one of the most advanced programs in the world. This working group monitors and weighs in on LCFS related legislation and regulation as deemed beneficial to our members.  

 

AB 1900 Implementation

This working group has undertaken oversight of the regulatory implementation of the Coalition's landmark legislation opening the new RNG market in California. In early 2014 the CPUC finalized new pipeline quality standard requirements. A final rule is pending regarding cost implication and allocation associated with compliance with the new pipeline standards. 

 

AB 2196 Implementation

This working group is responsible for the negotiation of legislation that grandfathered all Coalition members' biomethane contracts to remain eligible to generate RPS RECs in California as originally executed.

 

Renewable Portfolio Standard (RPS)

Renewable Portfolio Standards (RPS) are laws and programs that require energy retailers or suppliers to procure or generate a minimum percentage of electricity from eligible renewable energy resources. Currently, there are twenty-nine (29) States and the District of Columbia that have mandatory RPS laws. Seven (7) States have similar non-binding goals. This working group monitors and weighs in on RPS related legislation and regulation as deemed beneficial to our members.  

 

RNG White Paper

This working group is currently working to fund research for and drafting of a comprehensive white paper denoting the economic and environmental benefits associated with the increased utilization of renewable natural gas.
