Johannes D. Escudero - Chief Executive Officer & Executive Director
Mr. Escudero serves the Coalition and its members as CEO and Executive Director. He co-founded the Coalition for Renewable Natural Gas in July 2011. Mr. Escudero has more than fifteen years of organizational leadership experience, with a diverse background in non-profit management, business development, higher education, politics, governmental, legislative and regulatory affairs. He previously served as Legislative Director in the California State Assembly and as consultant to ranking members of the Transportation, Utilities and Commerce, Natural Resources and Environmental Safety & Toxic Materials committees.
David A. Cox, Esq. - Director of Operations & General Counsel
Mr. Cox serves the Coalition and its members as Director of Operations and General Counsel. He co-founded the Coalition For Renewable Natural Gas in July 2011. Mr. Cox specializes in the laws that impact the renewable natural gas industry, including the renewable fuel standard, low carbon fuel standard, pipeline injection laws, and renewable portfolio standard laws. He previously served a Chief of Staff in the California State Assembly, and has more than a dozen years of experience advising elected officials, candidates and companies on political matters and public policy. Mr. Cox is a member in good standing of the California, Texas, and Oklahoma State Bars.
Marcus D. Gillette - Director of Public Affairs
Mr. Gillette has served the RNG Coalition since 2015, previously as Director of Public & Government Affairs in Washington, D.C. He is a public policy, management, branding and marketing professional with more than a dozen years of experience helping grow a variety of finance, consulting, and non-profit organizations in Oregon, Utah, Washington, DC, and overseas. Mr. Gillette previously served the RNG Coalition as Renewables Management Fellow in 2014, while completing an MBA at American University. Prior to joining the RNG Coalition, he served as Program Development Manager at the Institute for Development Impact, where he was instrumental in helping expand a start-up organizational and international development consulting firm in Washington, DC.
Nina Kapoor - Director of State Government Affairs
Ms. Kapoor has served the RNG Coalition since 2017, leading government affairs and advocacy efforts at the state level, particularly in California. Previously, she provided strategic planning and public affairs counsel to nascent and established energy and environmental clients for domestic and international business efforts as Founder and Principal at Kapoor Consulting. Prior to that, Ms. Kapoor served as VP of Legislative Affairs at the California Forestry Association (CFA), advocating for California’s forestry sector before legislators in California and Washington, DC. She also has previously represented energy and transportation clients at KP Public Affairs after spending time as a legislative staff member to prominent members of the California Senate and the Assembly.
Manning Feraci - Director of Federal Government Affairs
Mr. Feraci has over twenty years of experience both as a staffer on Capitol Hill and as a lobbyist successfully navigating a myriad of tax, energy, trade and agriculture issues through the federal legislative and regulatory process. He previously served in VP government affairs roles for the Solar Energy Industries Association (SEIA) and the National Biodiesel Board (NBB). He headed the NBB’s Washington, DC office, leading the industry’s advocacy efforts on priority tax and energy issues pending before the Legislative and Executive branches. Capping years of work on Capitol Hill, Mr. Feraci previously served as Legislative Director and then Chief of Staff for Rep. Kenny Hulshof (R-MO).
Anne Steckel - Director of Federal Legislative Affairs
Ms. Steckel has served the RNG Coalition as Director of Federal Legislative Affairs since 2017. She has over 20 years of Washington, DC experience working on legislative, regulatory, advocacy, policy and political issues on and off Capitol Hill. After previously directing government relations at the American Farm Bureau Federation and at Growth Energy, she was most recently the VP of Federal Affairs for the National Biodiesel Board (NBB). Ms. Steckel ran the Washington DC office, managing federal legislative, regulatory and legal efforts, where she led a successful campaign to increase biodiesel levels in the Renewable Fuel Standard. She is widely recognized as a thought leader in the renewable energy industry, having testified multiple times before Congress, Federal agencies, and the International Trade Commission.
Larry Schafer - Director of Federal Policy
Mr. Schafer has over twenty years of experience providing clients and trade associations with strategic advice and guidance on technical, legislative and regulatory matters relating to renewable fuels, energy, agriculture, tax and trade issues. Throughout his career, Mr. Schafer has represented, among others, the National Biodiesel Board, World Energy, Rio Valley Biofuels, Genscape, Lakeview Biodiesel, Biox, Ocean Connect, Biourja, Petro Diamond, Center Oil, Magellan Midstream Partners, POET, and Buckeye Partners. He is among the nation’s preeminent experts on renewable fuels policy. Mr. Schafer was intimately involved in the formulation of the original RFS program and the Volumetric Ethanol Excise Tax Credit for the ethanol industry. Mr. Schafer has previously served as the Vice President for the Renewable Fuels Association, and VP of Legal, Tax and Accounting Policy with the National Council of Farmer Cooperatives, after starting his career in Washington, DC by serving as Legislative Counsel to Rep. Earl Pomeroy (D- ND).
Sandra Franco - Director of Federal Regulatory Affairs
Ms. Franco has advised clients on administrative, regulatory and litigation matters under several federal environmental laws, including numerous rule-making proceedings before the U.S. EPA and other federal agencies. Ms. Franco has worked on Renewable Fuel Standard matters since its inception, including successfully defending full implementation of the program before the D.C. Circuit. Ms. Franco has been recognized by Chambers USA in environmental law in D.C., particularly with respect to the Clean Air Act and natural resources law. Sandra previously served as Director of Regulatory Affairs & General Counsel for the National Biodiesel Board, after time as a partner in the environmental and natural resources group at a major international law firm.
