2015 ANNUAL PRIORITIES

PUBLIC POLICY PRIORITIES

RENEWABLE FUEL STANDARDS (US) & RENEWABLE FUEL ACT (CANADA)

Support the continuation of the United States’ Renewable Fuel Standard (RFS2).  

Advocate for program strength, stability and predictability; favorable treatment of RNG; a strong and transparent RIN market; growth of the annual Renewable Volume Obligation (RVO) consistent with projected growth of RNG from all sources; timely release of annual RVOs that drive increased development of RNG.

Oppose efforts to repeal or otherwise revise the RFS2 to the detriment of RNG.

Support the advancement and adoption of the Canadian RNG Roadmap.

Advocate for an amendment of the Canadian Renewable Fuel Act to include RNG.

Oppose efforts to inhibit the development of a healthy RNG Market in Canada. 

 

LOW CARBON FUEL STANDARD (CA), CLEAN FUELS PROGRAMS (OR, WA) & RENEWABLE AND LOW CARBON FUEL REQUIREMENTS REGULATION (BRITISH COLUMBIA)

Support the continuation of the Low Carbon Fuel Standard (LCFS), Clean Fuels Program (CFP), and Renewable and Low Carbon Fuel Requirements Regulation (RLCFRR), provided these programs incentivize RNG growth and sustainability.

Advocate for program strength, stability and predictability; favorable treatment of RNG; a strong, transparent and easily accessed credit market; fair and accurate treatment of RNG in GREET Modeling.

Oppose efforts to repeal or otherwise revise LCFS/CFPs to the detriment of RNG.

 

PIPELINE ACCESS RULES

Support the cost-effective and reasonably accessed injection and transportation of RNG via natural gas pipelines in the United States, Canada and Brazil.

Advocate for a subsidy from the investor-owned gas utilities to cover abnormally high RNG project development, testing, pipeline interconnection and ongoing monitoring costs in California (AB 1900).

Oppose efforts to eliminate or minimize the volume of RNG that can be injected or transported via natural gas pipelines.

 

RENEWABLE PORTFOLIO STANDARDS (RPS) & ALTERNATIVE ENERGY PORTFOLIO STANDARDS (APS)

Support the continuation of Renewable Portfolio Standards (RPS) and Alternative Energy Portfolio Standards (APS).

Advocate for program strength, stability and predictability in existing RPS/APS programs; favorable treatment of RNG in proposed RPS/APS programs; increased RPS/APS requirements.

Oppose efforts to repeal or otherwise revise RPS/APS to the detriment of RNG. Oppose geographic restrictions on gas origin. 

 

CLEAN FUEL & ENERGY TAX REFORM

Support performance-based, technology neutral tax reform; advocate for inclusion of RNG in the MLP Parity Act and favorable treatment of RNG in the tax code. 

 

RNG MARKET DEVELOPMENT

Support legislation and regulation that creates new or expands existing RNG markets.

Advocate for legislation and regulation that removes geographic restrictions on RNG; improves RNG project financing; generates cap-and-trade budget revenue to support RNG project development.

 

FEDERAL PRIORITIES

Educate federal legislative and regulatory policy makers about RNG. Engage with stakeholder comments on Renewable Fuel Standard 2 (RFS2), including proposed renewable fuel volume projections and technical amendments. Oppose efforts in Congress to repeal or otherwise revise the RFS2 to the detriment of the program. Advocate for favorable tax treatment of RNG, especially in reform proposals, including the MLP Parity Act. Build and grow relationships among renewable energy and alternative fuel allies in Washington, DC.

 

STATE PRIORITIES

Pursue favorable, stable and predictable RNG policies at the State level. Advocate for adoption of Oregon's Clean Fuels Program (LCFS). Conclude the AB 1900 Proceeding in California; address cost-related issues (including interconnect); work with Investor-owned Utilities on ratepayer subsidy for public benefits of RNG projects. Work to pass legislation to create a Green Bank in California that will help finance, among other things, renewable natural gas projects, and perhaps create precedent for other States. Continue to oppose ongoing efforts to repeal state Renewable Portfolio Standard (RPS) laws. 

 

INTERNATIONAL PRIORITIES

Foster relationships with international RNG developers, and other prospective members, especially in Canada and Brazil. Work to include RNG as an eligible fuel under the Canadian RFS. Work with Canadian Gas Association to develop RNG Roadmap/pathways in Canada.

 

MEMBER SERVICES PRIORITIES

Strategically utilize the Coalition's advocacy platform and resources to serve the best interest of the RNG industry to the collective benefit of each of our members. Collaborate with publishers to create a Renewable Natural Gas Report that provides tailored pricing and related news information of impact or special interest to Members of the Coalition and the RNG industry and that maintains the exclusivity of information developed solely for the benefit of Members.
